(四)應(yīng)急救援管理工作。一是以縣應(yīng)急救援總指揮部辦公室名義下發(fā)了《*縣應(yīng)急救援總指揮部2024年工作要點》,提出了以“五化”推動“五大體系”建設(shè)(即:信息化推動應(yīng)急指揮體系建設(shè)、規(guī)范化推動應(yīng)急預(yù)案體系建設(shè)、實戰(zhàn)化推動應(yīng)急隊伍體系建設(shè)、標準化推動應(yīng)急物資體系建設(shè)、清單化推動應(yīng)急保障體系建設(shè)),要求各鎮(zhèn)街、縣應(yīng)急救援總指揮部各成員單位全力做好應(yīng)急處突準備。二是推進“貴州應(yīng)急一碼通數(shù)據(jù)融合系統(tǒng)”建設(shè),穩(wěn)步有序推動縣應(yīng)急指揮中心及試點鎮(zhèn)街基層應(yīng)急信息化建設(shè),投入近*萬元建成縣應(yīng)急指揮中心,試點鎮(zhèn)街土溪鎮(zhèn)、龍泉街道、體育場社區(qū)、大連村全面打通。三是全力抓好春節(jié)、元旦節(jié)及全國“兩會”期間應(yīng)急值班值守工作,嚴格執(zhí)行重點時段“三個三分之一”人員值班值守制度,及時掌握安全生產(chǎn)動態(tài),保證安全信息渠道暢通,做好應(yīng)對各類事故和突發(fā)事件處置的準備工作。
對重大隱患進行掛牌督辦,按期按要求整治銷案。各鎮(zhèn)街、XX經(jīng)濟開發(fā)區(qū)要充分組織內(nèi)設(shè)部門和機構(gòu)力量,加強區(qū)域內(nèi)各類生產(chǎn)經(jīng)營單位監(jiān)督檢查,健全工作臺賬,采用綜合手段落實管控措施,嚴防漏管失控;要針對當(dāng)前建筑施工監(jiān)管力量薄弱的短板,明確內(nèi)設(shè)責(zé)任部門,將轄區(qū)建筑施工安全工作抓好、管好、管出成效。各單位要統(tǒng)籌發(fā)展和安全,采取專家服務(wù)、“一企一策”、專題培訓(xùn)等方式幫助企業(yè)整改隱患、加強管理,推動企業(yè)自覺落實安全生產(chǎn)主體責(zé)任。(四)堅持做好值班值守和應(yīng)急處置。各有關(guān)單位要加強值班力量配置,細化落實崗位責(zé)任,嚴格執(zhí)行關(guān)鍵崗位24小時專人值班和領(lǐng)導(dǎo)干部帶班制度。要規(guī)范做好生產(chǎn)安全突發(fā)事件信息報送和處置工作,保持有關(guān)應(yīng)急救援隊伍和裝備器材處于戰(zhàn)備狀態(tài),確保遇到險情能夠及時響應(yīng)、妥善處理,全力保障人民群眾生命財產(chǎn)安全。
(三)第三方安全服務(wù)機構(gòu)作用發(fā)揮不夠有效。第三方機構(gòu)提供的服務(wù)一定程度上存在業(yè)務(wù)不規(guī)范、力量配備不充足等問題。如工作人員排查不細不實、流于形式,只是完成簡單的員工教育培訓(xùn)記錄、隱患排查記錄等工作,沒有抓住專業(yè)性、技術(shù)性強的問題。(四)防汛責(zé)任和業(yè)務(wù)須持續(xù)強化。各類責(zé)任人因換屆調(diào)整,部分新到崗的鎮(zhèn)村領(lǐng)導(dǎo)、責(zé)任人對當(dāng)?shù)亍叭馈鼻闆r不熟悉,缺乏防災(zāi)救災(zāi)知識和實戰(zhàn)經(jīng)驗。監(jiān)測預(yù)警水平有待再提高,目前短歷時天氣預(yù)報精度較高,但中長期天氣預(yù)報精準度仍有待提高。三、下半年工作思路下半年,*市應(yīng)急管理局將緊緊圍繞“楓橋經(jīng)驗”60周年紀念活動、杭州亞運會等重大安保任務(wù),按照上級部門決策部署,對照工作要點,補齊工作短板,抓好工作推進,堅決防范遏制較大及以上生產(chǎn)安全事故,實現(xiàn)防汛防臺“不死人、少傷人、少損失”的工作目標。重點抓好五方面工作。
